Exploring Updates to City of Portland Landlord/Tenant Laws: Implications for Renters and Property Owners

Today we’re discussing the changes to the City of Portland landlord/tenant laws. Those have pretty much stayed the same for the last year with one exception. There had been an exclusion for landlords that had only one unit but they have now made zero exceptions. All of the current no cause eviction rules still apply to everyone and anyone who’s renting any property in city of Portland. The Oregon legislature passed new rules with regard to no cause evictions and rent increases, and several other things. The big thing that everybody should know is that the City of Portland rules are don’t agree with the state of Oregon rules. The Oregon legislature is supposed to come up with some determining rule about whether the city laws supersede the state laws or vice versa. We don’t know yet what that’s going to be. Right now I’m telling most people the City of Portland laws are more stringent so you should abide by the City of Portland laws and not rely on the state of Oregon laws. Most attorneys are saying is that a likely lawsuit will eventually decide which rule is above. So stay tuned as soon as there’s any changes I will update you.
